The program delivers a complex set of interdependent projects aimed at rewriting a core business application supporting shared-service processes related to the collection and recovery of financial receivables (public and non-public).

2. Job Description

We are looking for an experienced PMO Office Manager to set up and lead the PMO Office for a large-scale IT transformation program.

This is a central governance role where you will ensure program coordination, operational steering, and quality assurance across requirements, solutions, and delivery. You will safeguard timelines, budget, and quality standards while aligning business and IT stakeholders in a highly complex environment.

3. Key Responsibilities

  • Set up and operate the PMO Office, establishing governance, coordination, planning, reporting, and steering structures
  • Build and maintain the master program plan, including milestones, deliverables, cross-team dependencies, and decision tracking
  • Implement and manage risk, issue, dependency, and change governance at program level
  • Establish and enforce a structured requirements management framework ensuring traceability and formal stakeholder validation
  • Act as the central interface between business and IT, facilitating workshops, ensuring documentation quality, and supporting validation/testing phases (UAT)

4. Profile & Competencies

Must-Have

  • Proven experience as PMO Office Manager / PMO Lead / Program PMO in large IT transformation programs
  • Strong expertise in governance, planning, reporting, and steering committee preparation
  • Experience managing risks, issues, dependencies, and change control at program level
  • Strong knowledge of requirements management, validation processes, and end-to-end traceability
  • Excellent stakeholder management and communication skills, including senior leadership exposure

Nice-to-Have

  • Experience with PRINCE2-inspired governance frameworks
  • Experience in Agile/Scrum or hybrid delivery environments
  • Background in financial services, shared services, or public-sector environments
  • Experience coaching teams and transferring PMO best practices
